What is the ruling on reporting stray dogs if that leads to their poisoning?

There is no objection to informing the responsible authorities about stray dogs to have them killed by poison, as a group of scholars have assented to the permissibility of killing stray dogs, even if they are not harmful. The Malikis hold the view that killing a harmful dog is obligatory, and killing others is permissible due to their lack of benefit. The Shafi'is hold the view that it is disliked to kill a dog that has neither benefit nor harm. Al-Qurtubi is of the opinion that killing dogs not excluded is commanded if they harm Muslims, and if their harm becomes widespread, killing them becomes obligatory; otherwise, killing them is permissible. As for the black dog with two spots, it must be killed. There is no objection to poisoning animals that are permissible to kill, such as harmful cats or those carrying diseases, as well as cats that attack pigeons and cannot be repelled except by killing.
