Is it permissible for a shop owner to give out his Zakat in milk and rice, and then buy it back from the poor person for less than its value?

It is permissible to give zakat on trade goods in the form of goods themselves. Scholars have differed on the permissibility of the giver buying back what he has given for the sake of Allah. The Hanbalis are of the opinion that it is not permissible, citing the hadith of Umar ibn al-Khattab, may Allah be pleased with him: "Do not buy back, and do not revert to your charity, even if he gives it to you for a single dirham, for the one who reverts to his charity is like one who reverts to his vomit." They justified this by stating that it is a means of retrieving part of the charity, and that the poor person might feel ashamed or covet another charity, thus selling it for less than its value. Sheikh Ibn Uthaymeen issued a fatwa deeming it impermissible for the same reasoning.
