Is it permissible for a woman to give as a gift or donate specific adornments or clothes, knowing that the prevalent condition of women in her country is the display of their beauty (tabarruj)?

It is impermissible for a Muslim to give a gift or charity to someone whom he knows or strongly believes will use the gift for evil, because by doing so, he would be assisting in sin. Cooperation in sin and aggression has been forbidden. In such religious rulings, a strong presumption is considered equivalent to certain knowledge. The remedy for such situations lies in calling communities to goodness, educating them, advising them, inviting them to acts of obedience, and forbidding them from acts of disobedience with wisdom and good counsel, for enjoining good and forbidding evil are among the duties of believers and are matters of resolve.
