What is the meaning of "governing affairs," and does it include Allah's governance of an affair and its outcome, such as facilitating prayer that leads to Paradise? And is it correct to call that governance?

Management is one of the meanings of Lordship, and it entails dominion, preservation, and nurturing. Guiding a servant to obedience and Paradise is part of Allah's management, as stated in His Almighty saying: "And you do not will except that Allah wills, the Lord of the worlds."
