The answer

What is not eating, drinking, sexual intercourse, or a sin is permissible during fasting. Chewing gum is disliked for the fasting person because it leads to an increase in saliva, and an observer might think that he is eating. Also, some of it might enter the throat, thus invalidating the fast. Chewing gum is of two types: if its particles dissolve, it invalidates the fast if any part reaches the throat. If its particles do not dissolve but it has a taste, there are two views among scholars: that it breaks the fast and that it does not. The more preponderant view is that it breaks the fast.
