Is it permissible to speak with young men via social media with the intention of "brotherhood" and within the bounds of propriety?

Conversation between a woman and a non-mahram man, whether directly or through social media, is a path to corruption and opens the doors for Satan due to the instinctive inclination and mutual temptation. This is supported by the Almighty’s saying: {O you who have believed, do not follow the footsteps of Satan. And whoever follows the footsteps of Satan - indeed, he enjoins immorality and wrongdoing.} [Quran 24:21]. And by the Prophet’s (peace be upon him) saying: “I have not left behind me any temptation more harmful to men than women,” and “Beware of the world and beware of women, for the first temptation of the Children of Israel was concerning women.” Islamic law came to block the means leading to the forbidden, and thus jurists have emphasized the prohibition of speaking with a young non-mahram woman. Caution is obligatory, and such communication should be avoided. The prohibition is further emphasized if the mother forbids it. One should not be deceived by the saying “innocent relationship” or “like a sibling relationship”; for this is an embellishment from Satan. The presence of men and women together in communication groups is conditional upon it being within the limits of what is permissible and avoiding the forbidden. And whoever guards against doubtful matters has indeed absolved his religion and his honor.
