The duty of one who has unlawfully taken public funds is to repent, feel remorse, and resolve not to return to such an act, along with the obligation to return the money. The Prophet, peace and blessings be upon him, warned against taking public funds unlawfully, explaining that the perpetrator will be punished for it on the Day of Resurrection. One must hasten to return the money as much as possible, even if by appointing an agent to deliver the right or disburse it in its proper channels.
