What is the ruling on selling food to Muslims who are intentionally breaking their fast and to non-Muslims during daylight hours in Ramadan?

It is not permissible to reside in disbelieving countries due to their danger to one's religion and children. It is also not permissible to offer food to anyone during the daytime in Ramadan except for those with valid excuses, such as the sick and the traveler. This ruling applies to both Muslims and disbelievers. For the disbeliever is addressed by the branches of Islamic law and will be punished on the Day of Resurrection for their disbelief and their failure to adhere to them. Therefore, it is not permissible for a Muslim to offer food to a non-Muslim during the daytime in Ramadan.
