What is the ruling on foreign domestic workers working in Saudi Arabia without a mahram, and have any Saudi fatwas been issued regarding this matter?

Traveling for a woman without a mahram (definition) is forbidden according to many scholars in Saudi Arabia, based on the hadith (definition): "A woman may not travel except with a mahram." Some scholars, however, permit her travel with a trustworthy group if the path is safe. If the mahram escorts the woman to the desired location, he is not obliged to remain with her and may return to his country if she finds safe accommodation where she is secure from intermingling or being in seclusion with men.
