Is it permissible for the supervisor to establish a kindergarten in a waqf Quranic center, which has led to women refraining from utilizing the center due to the children's disturbance, and is it permissible for children to be enrolled in this kindergarten, knowing that the responsible ministry overlooks this matter?

The fundamental principle governing the management of an endowment (waqf) is the condition set by the endower (waqif); otherwise, it falls under the purview of the ruler. Accordingly, it is impermissible for the supervisor to establish a kindergarten in the house without authorization, especially since it has harmed the property and deviated from its original purpose. Since the establishment of the kindergarten is not legitimate, it is not permissible to assist in it by enrolling children therein.
