Does a translated Quran (Arabic-French) count as a Mushaf, making purification obligatory to touch it?

The exegesis of the Holy Qur’an falls under the rulings of books of tafsir (exegesis). There is a difference of opinion among scholars regarding a menstruating woman or one in a state of minor ritual impurity touching them. The translation [of the Qur’an] holds the same ruling as tafsir.

In Al-Majmoo‘ by An-Nawawi: If the Qur’anic text is more than the exegesis, it is forbidden to touch or carry it. If the exegesis is more, it is not forbidden, but it is disliked.

As for the Malikis: It is permissible to touch and carry books of tafsir and read from them for one in a state of minor ritual impurity, even if they are in a state of major ritual impurity (janaba), because the purpose of tafsir is the meanings of the Qur’an. However, it is forbidden to touch the Mus'haf (physical copy of the Qur'an) if one intends to touch many continuous verses.

According to the Hanafis: It is not permissible for a menstruating woman to recite the Qur’an with the intention of recitation, nor to touch it, even if it is written in a language other than Arabic.

What is evident from the statements of the Malikis and Hanbalis is the permissibility of touching books of tafsir absolutely, whether the exegesis is little or abundant, because they are not considered a Mus'haf, and thus do not acquire its sanctity.

The Shafi‘is hold the view that it is forbidden to carry or touch tafsir if the Qur’anic text is more than the exegesis, and similarly if they are equal, according to the more sound opinion. It is permissible if the exegesis is more, according to the more sound opinion.

In summary: A menstruating woman and one in a state of minor ritual impurity should avoid touching the aforementioned copy of the Qur’an if the Qur’anic text is more than the translation. However, if the translation is more, they may touch it, though it is disliked. It is preferable to avoid it altogether.
