It is not permissible to change a child's diaper in the mosque if this results in the spread of a foul odor within it, because this contradicts the purification and maintenance of mosques that Allah has commanded. The Prophet (peace be upon him) forbade causing harm in the mosque, such as spitting, so it is even more so for excrement, which harms worshipers and angels.
