Is the statement "I marry your daughter Khadijah to you according to the Sunnah of Allah and His Messenger" considered a valid شرعي (Shari'ah-compliant) marriage before Allah, despite the legal procedures not being completed due to the request for a document from the Ministry of Foreign Affairs?

Marriage has pillars, among them the witnessing by two just men at the time of the contract, according to the majority of scholars. This differs from the Malikis, who consider witnessing at the time of the contract to be desirable and obligatory at the time of consummation. Therefore, the marriage contract is valid in Morocco according to the Maliki school, but two just witnesses must be present at the time of consummation. As for documenting the marriage in court, it is not a condition for its validity, but it is preferable to preserve rights.
