Is a marriage contracted between a woman (not Saudi) and a man (Saudi), without the knowledge of the wife's family, but with the presence of two witnesses and a dowry, and without the presence of a sheikh, and without official documents, considered permissible (halal) or forbidden (haram), knowing that he is in the process of applying for official approval, and that the wife had previously contracted and divorced without consummation?

The guardian's consent for a woman's marriage is a condition for its validity. Therefore, whoever marries without her guardian's permission, her marriage is invalid according to the majority of scholars, due to the Prophet's (peace be upon him) saying: "Any woman who marries without the permission of her guardian, her marriage is invalid, her marriage is invalid, her marriage is invalid." It is therefore obligatory to separate from this man and seek a divorce, or to refer the matter to the judiciary for annulment of the marriage.
