The basic principle is that it is not permissible to publish pictures of women that non-mahram men can see. However, it is permissible to display them if the facial features and anything that might arouse instincts are obscured. It is also permissible to publish pictures that do not show a woman's awrah (intimate parts) to other women in private accounts dedicated to women.
