Is the verse, "On the Day when their tongues, their hands, and their feet will testify against them as to what they used to do," directed at those who sinned and did not repent, or at everyone who sinned?

Allah, by His grace, will conceal the repentant on the Day of Resurrection. He will not expose their sins but will make them acknowledge them, and then forgive them, as the Prophet, peace and blessings be upon him, said: "The one who repents from sin is like one who has no sin." As for the verse, "On the Day when their tongues will testify against them," it refers to the disbeliever and the hypocrite who did not repent, for their limbs will testify against them on the Day of Resurrection.
