It is not permissible to borrow from donation funds except with the permission of their owners. If the brother who is borrowing is the donor, and he gives permission, then there is no harm in that. However, if the money is from obligatory Zakat funds, then it is not permissible to borrow from it, due to the obligation to pay it immediately to the deserving recipients upon the completion of a year (hawl) and the reaching of the threshold (nisab).
