What is the ruling on saying "Allahu Akbar" (Takbir) upon completing the Qur'an? And when does it begin?

The Takbir (pronouncement of "Allahu Akbar") at the conclusion of the Quran recitation, as transmitted by Al-Bazzi from Ibn Kathir al-Makki, is performed from Surat Ad-Duha to the end of the Mushaf. However, there is disagreement regarding the authenticity of the hadith mentioned in this regard, with some scholars deeming it sound and others weak.
