Is it permissible for the husband to give the Zakat al-Mal (obligatory charity on wealth) to his employed brothers, claiming it is a gift and a housewarming present for a new home, even though they are not in need? And is the wife sinful for disagreeing with his opinion without him listening to her? And what should the wife do who felt extreme distress and fear, and interrupted her prayer in the mosque, and is feeling afraid of death and taking psychological treatment, and is advised to perform ruqyah but is afraid of it?

The prerequisite for Zakat is the ownership of the nisab, which is equivalent to the value of 595 grams of silver or 85 grams of gold. The commingling of money between spouses does not affect this, and each of them is responsible for the Zakat on their own wealth with an intention specific to them. It is not permissible to give Zakat to wealthy siblings under the pretext that it is a gift or a "sweetener," because a wealthy person is not eligible for Zakat, and because doing so involves drawing a benefit for oneself. The wife should advise her husband regarding the issue of Zakat, and she must disburse the Zakat on her wealth in a lawful manner, otherwise, she will be sinful. As for intrusive thoughts, one must try to get rid of them and continue psychological treatment.
