It is permissible for you to give your Zakat al-Mal (wealth tax) and Zakat al-Fitr (fast-breaking alms) to your needy female relative if her husband's salary is insufficient for her and her children. She has a greater right to it than others, and giving charity to her is better, as the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is charity, and charity given to a relative is two-fold: charity and strengthening of kinship ties."
