Is it permissible to sell a cement purchase document before receiving the cement, and is it permissible to seek assistance from individuals who engage in jostling (or crowding) or bribery to complete the purchase procedures, knowing that sometimes it is not possible to distinguish between those who engage in jostling and those who offer bribes?

Paying the price to the cement company and receiving a receipt for its delivery is considered a valid sale of a specified item, not a salam sale, due to the lack of a specified term. It is not permissible to sell goods before taking possession of them, as the receipt is not possession. The Prophet, peace and blessings be upon him, forbade selling before taking possession. The delivery of cement must be according to the established system, and it is not permissible to prioritize latecomers over those who came early through mediation, bribery, or jostling, because this involves infringing upon the rights of others and displays injustice and bad manners that contradict Islamic ethics. The Messenger of Allah, peace and blessings be upon him, said: "Love for people what you love for yourself, and you will be a Muslim." And the Prophet, peace and blessings be upon him, cursed the briber, the bribed, and the one who facilitates bribery.
