The answer

The manager's behavior, which contradicts the truth, combines lying, deception, and a lack of sincere advice (naseehah) to Muslims and society. These are abhorrent and legally forbidden matters. Lying is strictly prohibited and does not emanate from a true believer; it is one of the characteristics of hypocrites, as stated in the prophetic tradition: "Can a believer be a liar?" He (the Prophet) said: "No." Deception is prohibited, and "Whoever deceives us is not one of us." And the religion is naseehah (sincere advice) to Allah, to His Book, to His Messenger, and to the leaders of the Muslims and their common folk. Therefore, these individuals must fear Allah and repent from these blameworthy morals, and work to benefit Muslims and be gentle with them, remembering the supplication of the Prophet, peace be upon him: "O Allah, whoever takes charge of any matter of my Ummah and makes it difficult for them, then make it difficult for him; and whoever takes charge of any matter of my Ummah and is gentle with them, then be gentle with him." It is advised to raise this fatwa to the officials.
