Is it sufficient for a person who has not repeated the Sa‘y to perform ‘Umrah instead of the Sa‘y of Hajj, and for the Sa‘y of ‘Umrah to suffice?

Many jurisprudential issues are not without disagreement, and it is not permissible for the common person to follow the easiest opinions.

The correct view is that the mutamatti‘ (one performing Hajj al-Tamattu‘) is required to perform two sa‘ys: one for ‘umrah (definition) and one for Hajj. This is the view of the majority of scholars, and it is supported by the hadith (definition) of ‘Aishah and Ibn ‘Abbas (may Allah be pleased with them both). This is because Hajj and ‘umrah are two independent acts of worship, each with its own pillars, obligations, and prohibitions.

However, if the questioner followed the opinion of Shaykh al-Islam, who holds the view of sufficing with a single sa‘y, based on a fatwa (definition) from someone he trusts, then there is nothing against him. Nevertheless, he must adhere to performing two sa‘ys in the future.
