Which is better in the month of Ramadan: utilizing time to review memorized Qur’an, most of which has been forgotten, or reciting the Qur’an from the Mus'haf to complete it multiple times?

A Muslim should occupy themselves with the Qur'an in Ramadan through recitation, memorization, and study, due to Allah's saying: "The month of Ramadān in which was revealed the Qur’ān, a guidance for mankind and clear proofs for the guidance and the criterion (between right and wrong)." (Surat Al-Baqarah, 185). Also, because Gabriel used to review the Qur'an with the Prophet, peace and blessings be upon him, every year in Ramadan. A balance must be struck between completing a full recitation (khatm) and reviewing, and if it is difficult to do both, then reviewing is better to avoid the sin of negligence.
