What is the ruling on criminal acts that target oil facilities in cities, such as the Al-Buqaiq terrorist attack?

Oil installations are part of public property, which must not be encroached upon, because whoever does so is sinful. His transgression against public property is greater than against private property, due to the severe warning against embezzlement. Whoever targets these installations with sabotage or bombing is an oppressor and a transgressor, assaulting the nation's wealth and harming it. However, if the destruction of installations involves an assault on lives, this is a greater transgression, because the annihilation of the world is less significant to Allah than the killing of a Muslim, and a believer remains within the latitude of his religion as long as he does not shed unlawful blood.
