What is the ruling on operations that target killing foreigners in Muslim lands, and lead to killing Muslims and destroying installations? Are they considered jihad?

If a musta'min breaches his covenant, it is not permissible for individual Muslims to kill him, due to the resulting harms. As for causing the death of inviolable Muslims, it is a grave crime, for the perishing of the world is less significant to Allah than the killing of a Muslim man.
