What is the name of the caliph who was told, "The time for prayer has come, and the Lord grants no excuse"?

There is no great benefit in knowing the name of the mentioned Caliph. The statement "The Lord does not excuse" is incorrect, because Allah excuses the incapable, the ignorant, the forgetful, the coerced, and those who cannot do what they were commanded, based on His saying, the Almighty: "Allah does not burden a soul beyond its capacity" (Quran 2:286), and "And We would not punish until We had sent a messenger" (Quran 17:15), and "He has not placed upon you in religion any difficulty" (Quran 22:78). It is also authentically reported from the Prophet, peace and blessings be upon him, that he said: "Indeed, Allah has overlooked for my Ummah (nation) mistakes, forgetfulness, and what they are coerced into." However, if the intention of the statement is to urge the performance of prayer on time, then this is correct, due to His saying, the Almighty: "Indeed, prayer has been decreed upon the believers a book [to be observed at] fixed times" (Quran 4:103).
