I am in Austria, is it permissible to fast tomorrow?

Fasting in Ramadan must be observed upon sighting the crescent moon or completing thirty days of Sha'ban, for the Prophet, peace and blessings be upon him, said: "Fast upon seeing it [the crescent moon] and break your fast upon seeing it. If a cloud or darkness intervenes, then complete the count of Sha'ban." Muslims in "Austria" must endeavor to sight the crescent moon, and if it is not sighted, then they should complete the count of Sha'ban as thirty days. Scholars have differed on the obligation for the people of one country to fast based on the moon sighting in another country.
