The answer

If the figurines are for children to amuse them, there is no problem in permitting them. But if they are for adults, then if they are incomplete in a way that life cannot be sustained without it, then it is permissible according to many scholars. And if the image is complete, but the head is devoid of features, then some scholars have permitted that. As for creating a complete image with only the eyes present in the head, what appears to be the case is that it is permissible, but the safest course in all cases is to avoid it. And Allah knows best.
