Is it permissible to make shapes from polymer clay, such as figures of a doctor without complete features (mouth, nose, fingers) or in the form of a half-body (head and chest), and place them on cups?

The absence of a mouth and nose in a head's image is considered an obliteration of facial features, and it is hoped that sculpting in this manner falls under the permissible exceptions. Similarly, some scholars have permitted images that lack features essential for life, such as the stomach. Nevertheless, it is preferable to completely avoid depicting animate beings.
