Does the difficulty of finding ten poor people for the expiation of an oath justify moving to fasting?

The expiation for an oath involves one of three options, in order: feeding ten needy persons, clothing them, or freeing a slave. If one is unable to do any of these, then fasting for three days is sufficient, as Allah Almighty says: "Its expiation is the feeding of ten needy persons from the average of that which you feed your [own] families, or clothing them, or freeing a slave. But whoever finds not [the means] - then a fast of three days."

If a person does not find ten needy persons in their own country, they can transfer the expiation to another country where needy persons are present, or appoint a trustworthy person or a charitable organization in another country to distribute it.
