What is the ruling on one who is overcome by sleep regarding the Fajr prayer in winter due to extreme fatigue, and sometimes misses its time because of the need to frequently use the restroom due to irritable bowel syndrome, the extreme coldness of the water due to electricity قطع, and the harassment from some people when preparing hot water for ablution or ghusl?
"Whoever sleeps before the prayer time should set an alarm. There is no sin upon him if sleep overwhelms him until the sun rises. If he wakes up after the time for prayer has begun, he is not permitted to sleep again unless he has prayed or is certain that he will wake up for the prayer on time. As for (cleaning after answering the call of nature), wind does not necessitate it. It is sufficient to pour water on the impure area until one is reasonably certain that the impurity has been removed; absolute certainty is not required. Istijmar (cleaning with stones or tissue) is also sufficient for this. One must hasten to perform the prayer upon waking up within its prescribed time. It is not permissible to describe those who advocate against excessive water usage as 'human devils'; for extravagance is prohibited."
