Is it permissible for a woman to wear decorated or multi-colored clothes such as "a tunic over a skirt, a veil with fringes, with a crown, with glitter, with a gold or silver ribbon, or layers of veils in several colors, or an open khimar, or an abaya/skirt with two layers with an opening or transparent, or any decorated/embroidered/shiny/glittery piece or in colors that attract attention," based on His – the Almighty’s – saying: "And not display of their adornment except what is apparent thereof"?

It is not permissible to wear embroidered abayas, head coverings, and the like, because a condition of the is that it should not be an adornment in itself. Anything that is an adornment in itself attracts the attention of men, so it is obligatory for a woman to abandon it.
