It is not permissible to spend on repairing roads, building bridges, and the like, because the categories for spending zakat are specified in His Almighty's saying: "Indeed, zakat expenditures are only for the poor and for the needy and for those employed to collect [zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler." There is no objection to sending zakat to poor Muslims in other countries if there is a prevailing benefit, such as them being in greater poverty.
