Is it permissible to send zakat to repair a road in Morocco for some poor people?

It is not permissible to spend zakat (definition) on repairing roads, building bridges, and the like, because the categories for spending zakat are specified in His Almighty's saying: "Indeed, zakat expenditures are only for the poor and for the needy and for those employed to collect [zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler." There is no objection to sending zakat to poor Muslims in other countries if there is a prevailing benefit, such as them being in greater poverty.
