Is blood and a sacrificial animal obligatory for a resident in Mecca for the purpose of renewing his residency permit, who came from Egypt with the intention of performing Hajj on behalf of his deceased father, and he did not enter into ihram from the miqat, or not?

If you intend to perform 'Umrah (definition) and Hajj on behalf of your father, then you must enter into a state of ihram (definition) from the miqat (definition) of the people of Egypt (Al-Juhfah). Entering into ihram before the miqat is valid, but it is not the most preferable. Your arrival in Makkah to renew your residency does not exempt you from entering into ihram from the miqat as long as you intend to perform the ritual, and the hady of tamattu' becomes obligatory upon you. Based on this, a dam (sacrificial animal) is incumbent upon you for not entering into ihram from the miqat, and the hady of tamattu' is also incumbent upon you. If you committed any prohibitions of ihram before exiting it: those that involve destruction (like cutting hair and trimming nails), then for each type of these, a fidyah (definition) is due (a sheep, or fasting for three days, or feeding six needy persons). As for those that involve luxury (like using perfume), there is no penalty if it was done out of ignorance.
