Is it permissible to take usurious interest from a bank and donate it to the poor after informing them of its source, based on a fatwa from a sheikh in Latakia?

It is forbidden to deal with non-Islamic banks except in cases of extreme necessity. If usurious interest is given, it is not permissible to leave it to the bank. Rather, it must be taken and spent on charitable causes without informing the poor person of its source.
