Is it permissible to obtain an invalid building permit, from a services office for a fee, solely for the purpose of connecting electricity, and is this considered bribery?

As long as the authority responsible for providing electricity stipulates the existence of a building permit, it is not permissible to resort to deception to obtain a forged permit in exchange for money, because that combines forgery and bribery, both of which are forbidden. The Prophet, peace and blessings be upon him, said: "Shall I not tell you about the greatest of major sins three times? Associating partners with Allah, disobedience to parents, and bearing false witness or giving false testimony." And Abdullah ibn Amr said: "The Messenger of Allah, peace and blessings be upon him, cursed the briber and the bribed."
