Will God answer my prayer if I connect electricity to my house through irregular means and use it for my food and drink?

Your question consists of two parts:

First: Spending money to bypass some conditions or legal procedures to complete an electricity application file is considered prohibited bribery, because these conditions are intended to achieve a public interest. Indeed, "the Messenger of Allah, may Allah bless him and grant him peace, cursed the briber and the bribed." You must repent to Allah for what you have done.

Second: There is no harm for you in benefiting from electricity in your restaurant, your drink, and other permissible uses, as you own the benefit of electricity by paying for it. This has no relation to bypassing the conditions for completing the building file.
