How does one repent from forging an academic certificate and place of residence to join a scholarship, knowing that he was not successful in it, and used the scholarship funds for three years?

The man erred in his forgery and deception. He must repent sincerely and return the money he took unlawfully to the granting authority, unless they absolve him of it. He is not required to make a direct confession of what he did if he is unable to do so.
