Is it permissible for a menstruating woman to visit graves and engage in verbal remembrance (dhikr)?

A menstruating woman's ruling is no different from that of others regarding visiting graves. Scholars have differed on women visiting graves, with the majority permitting it. The reason for the disagreement lies in the hadith: "May Allah curse women who frequently visit graves," and the hadith: "I had forbidden you from visiting graves, but now visit them." The reconciliation between the two hadiths is that the curse is for those who excessively visit, whereas a visit free from excessiveness is permissible. Evidence for permissibility includes the Prophet's command to Aisha to seek forgiveness for the people of Al-Baqi', and his approval of the woman weeping at the grave. A condition for the permissibility of visiting is freedom from prohibitions. The remembrance of Allah for a menstruating woman is permissible, based on the Prophet's saying to Aisha when she menstruated: "Do what a pilgrim does, except for circumambulating the House."
