If the place where the Mushaf is placed is suitable, clean, and elevated, then its proximity to a waste bin is not considered desecration, and the doer does not incur sin. And if the place is unsuitable, but the person did not intend desecration, believing the place to be appropriate, then he also does not incur sin.
