What is the difference between a Mufti and a conveyor of a fatwa, and did the era of Muftis end with the death of the Messenger of Allah, may Allah bless him and grant him peace?

If the Sheikh's intention is to issue fatwas based on taqlid (following a qualified scholar) because he is not among those qualified for ijtihad (independent juristic reasoning), then there is no harm in that. However, his assertion that muftis (those who issue fatwas) have ceased to exist since the time of the Prophet, peace be upon him, is incorrect. Ijtihad continues within the Ummah (Muslim community), and mujtahids exist in different ranks. Whoever possesses the tools for ijtihad or is capable of distinguishing between different opinions should issue fatwas based on what their reasoning leads them to. As for those who are unable to do so, they should issue fatwas based on taqlid and convey the fatwas of trustworthy scholars.
