The basic principle is that plucking eyebrow hair falls under an-nams (plucking) which is forbidden, and the Messenger of Allah, peace and blessings be upon him, cursed the naamisaat (pluckers) and mutanammisaat (those who have their hair plucked). As soon as a woman plucks anything from her eyebrows, she has committed an-nams, even if she did not intend to change Allah's creation. Regarding her statement that she did not intend to change Allah's creation, we say: even if she did not intend it, a change in the creation of Allah, the Mighty and Majestic, occurred in a manner not permitted by Allah. Therefore, it is obligatory to refrain from plucking the eyebrows. However, if the plucking occurred due to heedlessness regarding the act or its prohibition, then it is hoped that she will not be held accountable.
