Is it obligatory to return to a Muslim country if residing in a non-Muslim country leads to sin, given the inability to live in a Muslim country?

Among the greatest aids in abandoning sin is for the repentant person to migrate from the place where he habitually committed sin to a righteous environment where he accompanies people of obedience, as indicated by the hadith of the man who killed a hundred souls. It is obligatory to distance oneself from the place of sin and migrate to any Islamic country, with certainty that sustenance comes from Allah and that piety facilitates matters and brings blessed sustenance, in fulfillment of the Almighty's saying: "And whoever fears Allah – He will make for him from his matter ease" and "And whoever fears Allah – He will make for him a way out." The presence of a servant in a place where his religion is safe is preferable to improved economic conditions in lands of disbelief and tribulations. Discontent with destiny is forbidden, but complaining without discontent is permissible, and striving for treatment and frequent supplication during times of response are legislated, for Allah has not sent down a disease except that He has sent down a cure for it.
