What is the ruling on a woman who entered into ihram from Makkah, and forgot two circuits or one circuit of Sa'y, and wishes to go for Umrah again?
If you entered into a state of ihram for Umrah from within Makkah without going out to the hill (حل - a place outside the Haram boundary), you have missed the obligation of entering ihram from the miqat, and a dam (sacrifice) is required of you. If your doubt about missing circuits of sai is merely a suspicion after completing it, it does not affect anything. However, if you are certain that the sai is incomplete, you are still in your state of ihram, and you must avoid the prohibitions of ihram, return to Makkah to complete the sai from the beginning, and then exit ihram by taking something from your hair. All prohibitions of ihram that you committed out of ignorance are excused. If they were committed knowingly, then a fidyah (expiation) is required of you. It is not prescribed for you to enter into ihram for a new Umrah on your upcoming journey, because you are still in your first state of ihram.
