What is the ruling on a woman who entered into a state of ihram for Umrah from Jeddah, but was then unable to perform its rituals due to crowding and fear for her children, and she cut her hair to exit ihram? And what are the consequences for her?

Abandoning the completion of the rites and returning to your country: You are still in your state of Ihram, and you must refrain from the prohibitions of Ihram. You must return to Makkah to complete the Tawaf and Sa'i. 3. Prohibitions of Ihram: For actions that involve destruction (like cutting hair and trimming nails), a ransom (fidyah) is obligatory. For actions that involve indulgence (like applying perfume and wearing regular clothes), no ransom is obligatory. 4. Inability to return to Makkah: You may exit Ihram through the release of the one prevented (tahallul al-muhasar) if you are unable to return to Makkah to complete the Umrah.
