What is required of someone who entered into a state of Ihram for Umrah from Jeddah, then cancelled the Ihram for fear of coronavirus and traveled to another destination?

Refusing the state of ihram does not invalidate it nor does it release you from its rulings. You remain in your state of ihram and are obligated to avoid its prohibitions, wear the ihram garments, and proceed to Mecca to perform Umrah.

If you commit a prohibited act of ihram out of ignorance, then there is no penalty upon you for acts of indulgence such as wearing tailored clothes or using perfume. However, for acts of damage such as shaving or cutting nails, you owe a fidyah (expiatory offering) for each prohibited act, whether it be fasting, charity, or a ritual sacrifice, even if the same prohibition is repeated. The fidyah is elective, similar to the fidyah for harm mentioned in the Quran: fasting three days, or feeding six needy persons, or sacrificing a sheep.
