Is it permissible to exploit this wealth, knowing that there is no religious impediment to doing so, given the circumstances of a Muslim country where one cannot obtain a job except through favoritism or bribery, and exploitation licenses are granted to infidel investors or local companies with harsh taxes imposed, while the exploitation of this wealth by foreigners does not benefit Muslims?

If resources are permissible, such as wood and sand, it is permissible to own them by acquiring them. However, precious resources like gold and minerals may not be exploited except with the permission of the state. But if a person is forced to exploit them to provide for his essential living needs and finds no other permissible way, he is allowed to do so to the extent that the necessity is met, as Allah Almighty says: "And He has already explained to you what He has forbidden to you, except for that to which you are compelled."
