What is the ruling on saying: "O most beautiful of opportunities that destiny seized for me and presented as a down payment for a coming joy, in atonement for all past sorrow"?

Predestination (Qadar) is what Allah has ordained by His knowledge, will, and power, and no one can oppose it. The statement in question suggests that there is something that falls outside of predestination, which is false; for everything that exists and everything that is lost is by a preordained decree.
