Is it permissible for a blind person who has memorized the Quran to lead congregational prayers (Imam)?

The jurists have agreed on the validity of a worshiper following a blind person, though some of them disliked his imamate. The correct view is that it is not disliked. This is indicated by the fact that the Prophet, peace and blessings be upon him, "appointed Ibn Umm Maktoum to lead the people in prayer, and he was blind." If it had been disliked, the Prophet, peace and blessings be upon him, would not have appointed him. The scholars have agreed that there is no dislike in a blind person leading sighted people in prayer. Thus, the blind and the sighted are equal in leading prayer; there is no difference between them.
